In response to the alarming rise in road accidents, the Ugandan government, through the Ministry of Works and Transport, has introduced a new set of traffic fines and penalties. These measures came into effect on April 23, 2025, and have been officially enforced and emphasized as of May 5, 2025.
- Using Unlicensed or Uninsured Vehicles
All vehicles operating in Uganda must be fully licensed and insured through a legal insurance company. Drivers caught operating unlicensed or uninsured vehicles will face fines ranging from UGX 200,000 to UGX 600,000 (approximately USD 54.48 to USD 163.45) or 1 to 2 years of imprisonment.
Ensure that any vehicle you drive or hire, like all of ours, is fully licensed and insured. - Speeding
Speeding violations are now categorized based on the extent to which the speed limit is exceeded:
– Exceeding the speed limit by 1–30 km/h: Fine of UGX 200,000 (10 currency points)
– Exceeding the limit by more than 30 km/h: Fine of UGX 600,000 (30 currency points)
These penalties apply to all road users—including passenger cars, motorcycles, public service, and goods vehicles. A uniform speed limit of 30 km/h must be maintained in busy urban areas, trading centers, and other high-risk zones.
- Drunk Driving
driving under the influence of alcohol is a grave offense, with a fine of up to UGX 500,000 (about USD 136.21), mandatory court appearance, potential imprisonment, and license suspension. The legal blood alcohol concentration (BAC) limit is 0.08% (80 mg/100ml of blood).
Never drink and drive in Uganda. - Causing Injury or Death Due to Reckless Driving
Offenders causing bodily harm or death due to reckless driving will be fined between UGX 1,500,000 and UGX 4,000,000, and face imprisonment for 2 to 5 years. In such cases, the offender will face mandatory jail time under Section 109 of the current Traffic Act. - Careless Driving
Careless driving—actions that endanger both the driver and others on the road—will now incur fines ranging from UGX 1,200,000 to UGX 1,800,000 (USD 326.90 to USD 490.34) and 2 to 3 years of imprisonment. - Using a Phone While Driving
Drivers caught using mobile phones while driving will face fines of up to UGX 2,000,000 (USD 544.83), imprisonment for up to 1 year, or both. - Failing to Wear a Seatbelt
Failure to wear a seatbelt attracts a fine of UGX 80,000.
Wearing a seatbelt is not optional—it saves lives.
Automated Enforcement and Payment System
These new regulations will be enforced through the Automated Express Penalty System (EPS Auto), utilizing CCTV cameras and digital number plates. Offenders must pay the fine within 72 hours of issuance under the express penalty scheme to avoid a 50% surcharge. Non-compliance may result in vehicle impoundment or further enforcement action.
